Commercialising Cannabis Drives Up Use and Mental Health Problems — Decriminalisation Doesn't

A new international study reviewed cannabis policy changes between 2000 and 2025 and found that commercial sale of cannabis increased both the number of users and rates of psychosis. Decriminalising possession or strictly regulating access did not appear to push usage higher. The findings draw a sharp distinction between different types of cannabis policy reform.
